Reporting the same problem here. Test Run quest complete but portal next to Rustol doesn’t work, neither the one in Dornogal and no quests or options around to select.
Boosted character (as part of Midnight preorder). Haven’t got portal unlocked on any other characters.

I had the same problem. Someone in the comments said something about alts causing the issue. And it’s true. I came to wow with a boost to max lvl, and soon after made an alt that i leveled. After completing the undermine campaign on my main, i abandoned undermine campaign on alt, went to dornagal at the starting quest npc and chose to skip the story then i traveled to undermine with the alt thru the old entrance, the drill thingy and completed the portal quest with the alt, for it was available. Once that was done, i could teleport with the main char too.
This should now be fixed if someone could give it a try and confirm?
