I have recently unlocked Undermine with one of my Warband characters. Done the majority of the storyline there. The quest Test Run offered by Rustol is not showing (now pink triangle) and running /run print(C_QuestLog.IsQuestFlaggedCompleted(86535)) returns true.
I have gone the LONG way to Undermine with another warband character and its the same for them too. What am I missing?
I believe in order to use the teleporter which your main had unlocked for the entire account by finishing a specific chapter of Undermine campaign, alts first need to have finished or skipped the basic leveling campaign.
Try talking with Brann in the Delve HQ and click on the red text.
Portal isn’t working for my main or any alts
There’s been a similar if not an identical problem with the portal when that patch had first launched, but a long time had passed since release of the patch so I’m going in blind with little additional information.
Are you referring to the two drills in outside zones which also serve as a teleport to Undermine or did you mean far into the campaign?
I can’t really tell where the problem may lie, but if you can somehow find a way back into the zone with any character, I suggest completing the entire campaign because that unlocks another skip (further into the campaign for alts), which could possibly correct everything.
Seeing you have a fresh account, you could have easily overlooked a simple step, but I won’t completely discount the possibility that something really is bugged (because there are problems with Ghosts of K’aresh campaign skip for alts as well).
Talking about the portal between Undermine and Dorongal. The one that comes out near the mining trainer in Dorn.
I have 3/4 completed the Undermine campaign on my main. I can do the rest, it’s just BORING given it’s all old and slow now.
Thing that makes me think it’s bugged is I ran the command to check if I’ve completed the quest that’s meant to unlock the portal and it returns true. So the game thinks I should have a functioning portal.
According to Wowhead:-
After first entering Undermine, you can set up a teleporter between Undermine and Dornogal. Just across the street from the Slam Central Station, the first location where you’ll find yourself in Undermine, you can talk to Rustol and complete the quick quest 
Test Run, creating the teleport. Note that completing this quest once unlocks access to the teleport for your entire Warband.
Yep, Rustol has no quest and the portal does not work. As per Wowhead See if you’ve already completed this by typing:
/run print(C_QuestLog.IsQuestFlaggedCompleted(86535)) returns true for me. The portal does not function.
Note I have a US realm account as well that I’ve been playing for over a year so have had this all working over there.
I’ve seen some mention of this in multiple places. They haven’t offered much details and the only thing they have in common is having previously used the boost from preorder.
The quest Test Run is missing.

Running /run print(C_QuestLog.IsQuestFlaggedCompleted(86535)) returns “true”.
Running /run local info = C_QuestLog.GetQuestObjectives(86535); if info then for i,o in ipairs(info) do print(o.text, o.finished) end end
returns “0/1 Use the teleporter to travel to Dornogal false”.
Standing on the teleporter does not do anything, Undermine side or Dornogal side.
Have you solved this? Exact same situation here…

Did you all happen to have used a boost on the affected characters by any chance?
I don’t have a problem myself and I don’t have any links laying around to offer anymore but from what I can tell the handful of complainers were all fresh War Within owners with achievements indicating they did not immediately start playing with a boosted character but went through the entire Khaz’Algar leveling campaign before entering Undermine for the first time.
Unless I am wrong and those achievements are granted after a max level skip, which is probably included in the boost, but at least one of them had story progress achievements with different dates.

I’m having the same issue, I used a boost on my character. The boosted char was the first to enter the Undermine in my instance
Experiencing the same issue, just came back to the game after a decade and my boosted character (3 weeks ago) is the first to reach endgame. The quest is flagged as having been completed but the teleporter does not work.
I’ve had the same experience. I haven’t played for 13 years, and I just bought Midnight. I boosted a character and also leveled my old main up to 80 through dungeons.
Since the portal didnt work, I thought there was a pre-quest to get access to the Undermine portal since it’s old content, so I took the quest on the boosted character. It took me through the entire Undermined achievement — several hours of gameplay — and the portal still didn’t open.
The only reason I did it on the boosted character was because I thought there would be some sort of “skip” button after a few quests, but after investing all that time I just finished the full story… and still didn’t unlock the portal.
The boosted character isn’t even the one I need to get to Undermine with, and I can’t access the delves or bounties from my Midnight purchase on my main (the one that’s not boosted).
I actually unlocked it now! After finishing the full Undermined achievement and then logging in on my non-boosted character, I could finally take the Rocketdrill to Undermine — and on that character the quest showed up properly.
Since the quest is warband-wide, I can also use the teleporter on my mage now, lol.
But I don’t think I saw the quest on my mage when I first arrived in Undermine — I might have needed to finish the Undermined story before the teleporter guy showed up at all.
Anyways, it worked this way, but very frustrating, especially since i woudn’t be able to get to grab the quest without having my other non boosted level 80 character
