Underpopulated PvE realms

In topic about realm consolidation there was following paragraph:

I would like to ask a question of when does a PvE realm is considered an appropriate for Free Character Transfers?
Let’s take a look at 3 smallest PvE realms according to

With PvP realms consolidation coming in just 18 days, abovementioned PvE realms will become bottom three by the population amount. Having less than symbolic 500 players even in majority faction will make new/returning players more likely to avoid creating/transfering their characters at the start of Wrath of the Lich King prepatch/release and instead create/boost or transfer their character on one of pseudo PvP de-facto PvE Megarealms (Firemaw, Gehennas, Earthshaker, Golemagg PvPE) or bigger PvE realms like Miracle Raceway PvE.

With all that said, do you belive it is time to save communities on small dying PvE realms and offer them FTCs?

If it is not completely dead, there would be no free transfers yet (except for when Blizzard gave Firemaw Horde a massive free transfer opportunity, killing my faction of Firemaw).

You have to remember that website is only as accurate as the data uploaded to it.

Some realms have 0 population.
