i have unlock all horde allied races… and i want to unlock alliance too… can i just faction change and then have the same achivment or what? 
No,you need to unlock them as well
Every allied race requires its own achievement to unlock except for the void elves and lightforged draenei who share the same achievement.
You will need a level 50 Alliance character to start the quests. However, you can farm the rep on your Horde character, as reputation requirements are apparently account wide.
Except there is no rep to farm anymore.
As far as the required achievements go, some are achieveable on horde while some require alliance. Like the war campaign quests for dark irons and kul tirans definitely requires you to be alliance.

If you don’t have any high level Alliance then I’d suggest creating an Evoker.
Many of the requirements are Account Wide and so you’ll have them already from your Horde character.
But some, such as Kul Tirans, will need you to do an expansion campaign, such as BFA Uniting the Nations or similar.

it will help a lot but you still need to do tons of things, especially for kul tiran and mechagnome alliance war campaign will take some time to finish, you can unlock the first 3 races in a few hours tho
