Unlocking Argus for Alts

I am trying to unlock Argus on some alts for mount farming, but can’t get the quest Hand of Fate that unlocks the zone. They have met all the requirements (Uniting the isles, Armies of legionfall and Assault on Broken Shore) confirmed by running

/script print(C_QuestLog.IsQuestFlaggedCompleted(45727))
/script print(C_QuestLog.IsQuestFlaggedCompleted(46730))
/script print(C_QuestLog.IsQuestFlaggedCompleted(46734))

Still no quest from Khadgar. Any advice? At this point I really feel like it should just be account wide, the whole process is so tedious and frustrating.

Got your dalaran hearthstone? First artifact? :c Not sure what else you might be missing

Another option would be: We can group up and party sync, maybe we can figure the issue out together that way

Had all of the above- I figured it out though. If you go to Bladefist bay Liadrin is there on the belf ship, there is NO quest marker but if you speak to her you will get brought to the Exodar, just go inside and click on the teleporter. I didn’t even need to pick up the Hand of Fate quest on one alt however on another I did. Strangely for a third alt that has never been in any form of Legion content before now, the Vindicaar teleporter was already sitting there in Krasus’ landing the first time they went to Dalaran. Seems like a bit of a mess but hopefully someone else will find this helpful!
