I’m 99% always Horde and I’ve unlocked Mag’har Orcs… so can I make a Dark Iron Dwarf now or do I need to spend hours on Alliance to unlock the Dark Iron Dwarf?
Also as the Horde are practically in bed with the Alliance now, could my new Dark Iron Dwarf join my Horde Guild? I’m only asking because I’m a Horde Guild Master and I’m can’t be away from my guild say if I’m playing Dark Iron Dwarf?
You no longer need the reputation requirements to unlock the Allied Races, so yes you can unlock Dark Iron Dwarves.
I think if I remember correctly it was a questline and a dungeon to complete, but check the guide to be sure 
You will not be able to bring the dwarf into your horde guild, as far as I’m aware there is no cross faction access planned.
Unlocking Dark Iron Dwarves
The requirements for unlocking the Dark Iron Dwarf Allied Race are as follows:
Ready for War Achievement: this achievement requires players to complete the first step of the Alliance War Campaign. Learn how to complete each step in our War Campaign Guide.
Allied Races: Dark Iron Dwarf: You must then complete a special recruitment scenario, demonstrating why the Dark Iron Dwarves join the Alliance.
