A game master was now able to restore one missing fractured spark for me, as the quest consumed 2 instead of 1. However, one missing fragment is still not dropping. Hope this get’s fixed before weekly reset, otherwise I will be one craft behind again.
My Druid also sitting on 3 fractured sparks. Done Weekly Meta Quest and LFR… Gamemaster refuse to answer my tickets. Rly annoying.
i am also having this issue where i am unable to get more than 3 sparks even having completed all the weekly content
I too have the issue, was looking for my second crafted item but I am on 1½ spark
Any update or ETA? Can we expect a fix this week, next week? Will we be able to recieve a spark next week at all?
I have 4 of the 5 fragments (one was received via support). Will this be fixed next week? Or do I need to make another request for the GM to send me another fragment? I would like to craft another item on Wednesday before raid time.

I’m now on 4/5 fragments after I raised a ticket and 1 missing fragment was emailed to me by the support team, this was a result of the bug with the “A Sparkling Fortune” quest.
However, I still can’t earn the 5th fragment, having cleared several (more) bosses in the Heroic raid and LFR, as well as looted a couple of weekly caches from “Special Assignment” zone quests.
Hopefully, something gets sorted for the coming reset. Sounds like without a further fix most people (in this thread) will either by stuck on 3/6 or 4/6 at that point.

Outside of the bug that impacted the one-time quest during the weekly reset of the 12th of March (mentioned here), and if you believe that you’re not getting the Fractured Sparks that you should through the catch-up system, please do report a bug to our developers, and they’ll be able to investigate this issue.

After the one time quest “A Sparkling Fortune” consumed 2 fragments instead of 1 I’m unable to loot any fragments at all.
A game master restored 1 missing fragment of that quest last week, however I’m unable to obtain any fragments beyond that.
Right now I’m stuck at 4 fragments / 2 full sparks. However, today you should be able to complete the 3rd spark.

I didn’t receive the fractured spark via catch up this week either. I created a bug report, but you don’t get any feedback, so I’m posting here again.

Me too, I was kindly sent a fractured spark in the mail last week (despite actually being two behind, not just one), and when doing the weekly pinnacle quest I still don’t have a drop
I’ve reported the bug through the in-game support feature, but I absolutely called being unable to loot the 6th Spark this week.
Whilst its nice that I received the 4th Fractured Spark through the mailbox I am yet again a full Spark down as of this week

Blizzard, probably already have enough information to start doing something in this direction. It’s very annoying that you decided to make a defective quest for compensation, instead of sending everyone a fragment by mail.
I think the characters for whom the quest was bugged are now completely bugged, and that no more fractured sparks will be received through weekly quests.
As I said, this is a key feature, and we’re once again a whole item behind, which is just messing everything up!
Blizzard urgently needs to take action here!
I also did not receive a spark from the pinnacle cache or any other source for three weeks.
One GM sent me one fractured spark (so at least I was able to build a 2h weapon), but I still am 2 behind now.
The latest response from a GM literally has the audacity to claim that the spark is not guaranteed:
Regarding the Pinnacle Cache, it’s important to note that it does not guarantee a drop of the Fractured Spark of Fortune. Sometimes, the rewards can be a bit unpredictable, and it can be frustrating when you feel like you should have received something.
Which is clearly contradicted by the FAQ another GM posted right before him in that ticket (“https://support.blizzard.com/article/000364643”), and obviously by all my other chars who miraculously receive their spark every week.
This is really very annoying, why can’t they just send it out per mail until this is fixed?
