I’m hated with bloodsail buccaneers, I need to get 15 snuff for the quest to be able to move along in the quest chain. They’re green like they’re friendly with me and I can’t attack them… anyone have any ideas?

Put whatever faction that is on “at war” in your reputation tab.
this bug exists even in retail 
I remember getting into the same situation on a leveling hunter like a 6mo - 1 year ago. couldn’t find a fix, not even the faction at war worked for me, so I simply moved on to another zone
