They won’t. Why should they update something for you for free when they can force you to work for it? This will likely never happen unless they allow fan contributions added to the game.

Ye, maybe the very first thing would be to bring Exodar and Silvermoon out of 2d and let people fly there.
That’s easily done by making some newer sets be an updated version of an old set as they did with Legion.

But don’t complain if the rest of the game feels rushed, they’d have to spend a lot of resources on revamping, even if it’s another team, it will cost money.
Honestly I would like to see and expansion set in a different way, which would make the “excuse” to revamp old content like Redridge, Elwynn, Westfall etc…
A political expansion and I mean no big baddies no old gods no titans and stuff… Just like a Game of Thrones season. Politics, cunning, betrayal, love, plotting in every corner. Like a true rpg.

Yes, in such a way I could see it happen, maybe use the old story lines and expand on them, as you mention with westfall, what happened after the burning of sentinel hill? They could also make some actually interesting questlines for a couple of zones, instead of straight up pop-culture reference questlines, jokes and rehashed storylines.
As fun as Redridge was, it makes the world of WoW less interesting and feels kind of cheap.
I’d prefer to see more questlines akin to the western Plaguelands, where you can see actual change in the landscape compared to what it was before.
And at the same time they could add player housing (not stuff like the garrison was, much more cosmetic as most other mmo’s have done)
Every time I’m flying across the old zones I keep looking at the hills and imagine what a nice big manor would look like at that location, there are a few interesting spots.

Yes exactly, the Westfall story is far from over I think.
To the housing part, I didn’t have any problem with the garrison except that the first idea was to let the player choose which part of Draenor they want their garrisons. Talador would’ve made an excellent location. However back to your point, I think a small house in Stormwind would be cool also to decorate like in the Witcher 3 Blood and Wine.

But they will unfortunately not do it. The Korrak’s Revenge mounts could have just updated but no, they want you to have these “legacy”-stuff, therefore they remade them. Makes no sense to keep the game’s legacy in the game to me but I do understand the purpose behind it.
They eventually need to upgrade graphics because the game looks like a spotted cow now. Sooner or later they must do something to bring up everything to the same level of quality. Otherwise we will have 5 different looking horse mounts from 5 different expansions haha.
