Am I missing something? Finally got a 207 replacement for my 197 Covenant gear gloves and a messge popped up telling me that I can get the old gloves upgraded in a major city. Fine, I’d love to: but where do I go in Stormwind? Or is there some NPC lurking in Oribos?

Sounds like a bug
Afaik the covenant set was a 9.0 gear progression & only goes up to 197 (upgrade 7/7)
To get higher ilvl as a casual from the open world you’ll need to wait until next week for the new zone, which gives catchup gear starting at 200ilvl & upgradable up to 233 iirc.
