All it says is that i dont have a base item that is higher ilvl than my legendary…no idea.

You just need the gear piece you used to make it originally, but higher ilevel
& some soul ash
craft or buy rank 2/3 base item from ah
You craft a Legendary by the Runecarver, but first:
It can start at a higher ilevel
I don’t know man, I’m checking my blacksmithing and it still states 190 (rank 1), unless I’m missing something here?
You can make a legendary starting at 225 if you wished. You don’t need to build up to it. I’m talking about crafting with the armour piece though, not making it with blacksmithing.
You need to craft the 190 piece fifteen times to rank up your crafting skill to Rank 2 and be able to craft the stronger version.
Or buy it off the AH. Or commission a crafter in trade chat.
What people probably meant is that you don’t need to runecarve the 190 Rank 1 item and then upgrade it. You can take a 200 or even 225 version and runecarve that, essentially paying all the Soul Ash upgrade costs up front but saving gold on buying all the lower rank items and doing progressive upgrades.
We really need to start using different names for all the items and steps of the process because using ‘crafting’ for both the trade skill action and the act of infusing power with the runecarver, as well as using ‘legendary’ for the empty armor piece, the memory that you drop in instances and the end product of a functional legendary item gets quite confusing.
