Hi!
Since the latest update I’ve had my FPS capped at 60 when using v-sync, previously it’d render at 100fps as my screen is 100hz. Running a 5700XT and without v-sync on it’s showing my FPS to be above 200. V-sync is turned off in the AMD panel. Not sure what to do next as I’ve never had this problem before

Nope, still not heard of them.
60, 70, 75, 120, 144, 165, 240Hz all seem to exist. But not a 100Hz one.

Well there are 100hz TVs, so yes it’s possible 
If it is still showing 60fps then check in the Windows Display settings then advanced and make sure it is set to the right refresh rate if its not click the Display adaptor properties tab and change it in there.
other things you can try go to your in game settings then advanced tab check if you have the max foreground FPS tab ticked and set it to best one is around 2fps below your refresh rate for the best results then disable Vsync.
And there is another option in the Radeon Drivers that sets it globally for every game called Frame rate target control just go to gaming tab then click global setting then you can set your FPS target in there.

I got a 165Hz monitor, it caps at weird points, after some restarts of the game it changes-
60, 70, 100, 113
(113 is too weird)
Ingame FPS is 190~230
I have changed the monitor Hz several times (60, 120, 144, 165) to see if it would help, it won’t except for 60Hz.
Have restarted windows, still won’t match monitor.
My monitor: Gigabyte Aorus FI27Q
GFX: Nvidia - Asus DUAL-GTX1070-O8G
CPU: i9-9900k

Your monitor has gsync, so you should not enable vsync ingame or via driver panel.
Make sure gsync is enabled and if it does not cap at 165fps then manually cap it via MSI Afterburner or in WoW.
