PvP works same way, the rating is character only if I remember well.
But it does not work does it. Having to do something more than once does not make most people play more. The evidence suggests the opposite.

Blizzard is the paradigm of cringe design.
But… is good design. Less alts = less people cry for skips.

Demotivating people to play their alts is not good design.
not a big deal , if you are able to have KSM on your main , you should have it on your alt too . first you need to do +15s anyway to drop base items then you upgrade it
If blizzard do a alt expansion, people cry there is no content, a no alt expansion people cry there is no alts.
Just chose what you want. Blizzard is trying to make both happy and failing hardly.
