Velen is not spawning

I have been waiting for Velen to show up for an hour and still nothing. Tried to layer but did not move me to the layer either

Same here. An hour and still no Velen. Blizzard why? All that waste of time and levelling is stopped cause I ĺl have to wait to get my fire totem. Absurd!

Velen teleports between exodar and bloodwatch on bloodmyst isle, so if you can’t find him in one place check the other
