You cannot kill him as a paladin not even with a weapon that does frost damage. Pretty sure you can kill him with a weapon that does frost damage, or at least that’s always how I did it on my characters that didn’t have frost damage as an option. They could’ve changed something, I don’t know why they would though.
You need to be hitting him with the frost weapon for quite a while, and after he is frozen he splits or something and then you need to deal with that as well. It takes a while but definitely not unkillable. Another solution is to do it with someone who can do frost damage, or make a frost dk.
It’s not the frost damage that is the problem. You can get that easly. You can even freeze him with Endothermic Blaster toy. The problem is the lack of physical damage. Most of paladin attacks deal holy damage and you need to land physical hits realy quickly. Thus it might be impossiblee to do it with a paladin because all you can do is to auto attack and use Crusader Strike/Hammer of the Rightous, all other attacks don’t do anything. Paladins aren’t just fast enough in the shatter phase and weapon speeds are now unified so all daggers have 1.80, other one handers 2.60 and two handers 3.60. You can’t just get a faster weapon.
So you’ve got to get someone who can do more physical attacks to help you. Or look for some trinkets that summon creatures to help you.
Take some low level weapon(less or even ilvl 90) , enchant it with elemental force (one of the effects is frost) autoattack boss, when hes frozen pop your wings and use crusader strike that should do the trick.
I bought I green 2 hander and runeforged it for frost damage - its only a rep farm though - it isn’t the end of the world to skip it
You need a fast weapon(well the faster the better) with the elemental force enchant. To shatter him I’d recommend any of the trinkets who summons multiple minions, even if i don’t really know if it’s needed for paladins.
But I’d still try get my hands on for example a; Crate of Kidnapped puppies, trinket, just to be on the safe side. This trinket drops of a rare mob in Kun Lai. So once Vicidious are frozen you just summon the puppies and go ham at him.
i did use a weapon that does frost damage. a werapon from wrath. problem is i need an item from him or else i wouldnt bother. the item is for set so i need it for full set 
Use fast 1h weapon at ilvl 90 not more, enchant it with Elemental Force, and it will work for you.
Well the thing is that damage is unimportant. Vicidious are all about the sheer number of hits.
You need to maximize the amount of hits you do, to freeze him you caan take your time really. However after he’s frozen you really need to maximize the amount of physical hits you do. One way to do this is to use a fast weapon and spam skills which do physical dmg.
However if you still lack the required number of physical hits. Equiping gear which summons minions to fight for you help alot. Crate of Puppies being the overall best one since it gets you many extra hits, but there’s also a fair few other options out there if you care enought to look for them. Crate of puppies however are fairly easy to get hold on since it’s a rarespawn drop in Kun Lai summit.
Come on people there’s no such a thing as a fast weapon. They unified weapon speeds in Legion.
All 2-handed weapons have the exact same speed
All 1-handed weapons except daggers have the exact same speed
All daggers have the exact same speed
Paladins can’t use daggers so you don’t have much of a choice in regards to weapon speed.
Yeah i meant 1h weapon for fastest speed possible so more hits will increase chance of freezing boss. I think heirloom 1h sword capped at level 60 or 90 is best because it has chance to generate extra attack.
i did have a weapon with frost damage. it froze the boss but thats it. boss still had 1 hp and did not die
You must hit him certain amount of times to shatter him.

As it was mentioned multiple times in here. Frost damage is only half of the equation. The second half is the physical damage and paladins lack both. Basicly it’s kind of Terminator 2 situation, you freeze the boss with frost damage then you just smash it with your weapon to shatter him into pieces. You need to shatter him fast or he will unfreeze. So get yourself a minion trinket or 2, otherwise it’s mathematicly impossible for you do it.

With regard to Viscidus itself, I would recommend a minion-summoning trinket as well
