As of today i have still not been able to resolve the issue with permission even after manual wipes/ reinstallation and a complete ‘factory default’

The game does not manage its own settings for Quality except for some Resolution settings.
You can not update your GPU settings using Visual Basic; it will 99% of all times corrupt data.
Things as Virtual Super Resolution do not always function as they appear. Some GPU’s have been swapped with Mobile Telephone’s and Nitendo GPU batches and they have serious defuncts. Try to play any of your games on a nitendo display.
Suggesting through other games available on Steam that inherit a Vulkan deployment from its release and were available before the release of Vulkan have this problem a lot. All of the big Title’s suffer from corruption of the executable’s whenever they update the ‘UserSettings’ using Visual Studio basic.
Not only is updating the Settings using Visual Basic Studio ‘deemed very viable’ extremely it’s method originally is ‘illegal’ kind of C# Injection that is not supposed to be functioning but is a work-around.
For the Developers at Blizzard it is a TIP to study this phenomenon caused by Vulkan.
