When they made reputations account-wide with warbands they also said older legacy reps are going to get the same conversion but as far as I am concerned no such a change or announcement has been made. Now I am not a game developer in any way but I feel like by now they could have added at least one older expansion to the account-wide reputations.
The following reputations from Shadowlands have been converted to be warband-wide: The Ascended, The Undying Army, The Wild Hunt, Court of Night, Court of Harvesters, The Avowed, Death’s Advance, The Archivists’ Codex, The Enlightened, Ve’nari.
Part of the OG Warband anouncment was literally that they plan to roll out older expansions as and when they can. They wanted to focus on current content first.

Yeah but personally I’d prefer them to focus on newer content vs working on making useless reps account wide but that’s just me 
Yes they only had DF and TWW when the system was introduced and now they are adding SL
The people working on Warbands are not the same people working on quests and raids.
