Warlock shoulder animation bugged

Is it intentional Shivarra arms are missing from the shoulder on non-mythic/ elite gear?
if so they were removed post PTR where all sets had these. seems rather lame to lock the best appearance behind the highest in game achievement.

I rerolled warlock for this set… but without the arms I feel kind of cheated on my money and time

Could be a bug, but by design Mythic and Elite sets are usually the two sets with auras/animations.

Yes, but normally it’s only a glow that is extra for the mythic/ elite sets, not an animation.
