I think there are some contractual licensing reasons for why Blizzard can’t do that. Which is a bit weird, and maybe more so because you can actually buy the Alliance one.

And yet, I have it on my US wow account, but they cannot let me use it on my EU wow account.

The people that got it are (at least theoretically) people that should have already been awarded it 10 years ago but never did because there was an ongoing bug that kept them from gettting it.
So unfortunately, nless you have a time machine that can take you back to Sep 2014 so you can log into the game on a horde char, there is no way to get it anymore.
Im thinking they should just release a recolor of the bike at this point, that should be with in the legal area right?
If the legal reason is the bike’s copyright, then no, they can’t make a recolor. It would be a copyright violation just like the original bike. Probably they only had the license to give the bike with the conditions of the promotion 10 years ago and not the actual copyright. This is very common in racing videogames when car companies license their car models to videogame developers.
I would imagine lawyers very well learned in copyright law have tried that option and came to a shuddering halt. It is somewhat ironic however that all the Horde fan boys who were loudly jeering at the Alliance losing bike were a few months later having fits of apoplexy when they discovered the “losing” bike could be purcahsed at any time thereafter for a measly amount of gold while the “winning” bike was restricted to people like me who logged into a horde toon during the month long widow to claim it.
This is why you will likely never see a remaster of possibly SEGA’s best arcade racing game, the brilliant SEGA Rally because of the two cars they used and all the licensed decor they carried.
I still hold the “Forest” stage and it’s awesome soundtrack in very high regard, I played this game to absolute death shaving seconds off my times with my friend.
That was imo comedy gold… the actual losers “YAY!! WE WON and get something for free, eat that, alliance!!” while the “losers” were all “Pfft, I can just buy mine any time I want you green skinned oafs. So who´s the real loser?”

It’s probably a rabbit hole nobody wants to get lost in so they rather leave it as is.
I’m pretty sure they could add the original one as a permanent addition to the game with some negotiations and an updated contract but it will surely never happen because it wouldn’t be beneficial for the company. They want to make money, not you happy.
