Warmage Silva can't be seen in Dalaran

Can’t turn in world quest workorders in Dalaran in Legion because the NPC is missing.

I just checked.

Warmage Silva is

• not there for me on my 80 main, who went through the whole of the TWW campaign,
• not there for my 70 alt who did the prepatch but hasn’t been to Dornogol yet
• but IS THERE for my 80 alt who did the campaign skip in TWW

which seems consistent with the accounts in those bug reports.

I see also this Wowhead comment. I’m not sure whetherI am more enlightened or confused after reading it, but …

Warmage Silva

After completing the Harbinger portion of the TWW intro, I opted to take the skip from Thrall in Silithus for my shadow priest (the third character I have taken into TWW zones), I could see quest markers for Warmage Silva in Legion Dalaran, but he was still phased out.

I thought interacting with Brann Bronzebeard and the zone-selection map (where the skip places you) would be sufficient to get Warmage Silva back, but nope.

Only after flying to the location of the ruins of Dalaran on Isle of Dorn, east of Dhar Oztan and fair distance west of Dornogal, and doing the quest chain that starts there with Thrall and Jaina, and then completing the quest chain through to Councilward Merrix in Dornogal was I finally able to see Warmage Silva again in Legion Dalaran.

So, my conclusion is that the TWW skip is not much of a skip as it currently works. Also, even having done none of the pre-patch Harbinger story quests nor the TWW Magni and “fall of Dalaran” story quests, I had been unable to see or interact with Warmage Silva in Legion Dalaran on my shadow priest or any other of my level 70 characters. This includes the characters I carried over from Remix, so this TWW-broken version of Legion Dalaran has the added “feature” of making class order hall progress impossible for them.
