Would you put crusader or ele force on your weapon whilst levelling as arms?
Ele force usually excels at lower levels.
Btw, im using this guide for heirloom enchants and talents while leveling and it’s really handy.

I am leveling a Warrior in Arms and didn’t put any enchants on him. Seems like a waste of money/resources.

I’d use no enchants at all while levelling.
You don’t need it for solo content, and nobody cares about your dps in dungeons prior to 120. As restoration shaman, level 20-50, I was often 3rd or 4th on the dps meter. That is the measure of how balanced classes are. Your dps is written in the stars already, I wouldn’t waste money on trying to change it.
edit Also, if you’re levelling a warrior, pre-110, and not doing it as a dungeon tank, you are doing yourself a disservice, imho. It is fast and easy and you need no skills other than AoE and read-the-map.
If you want an enchant I’d go for elemental force. Crusader gives diminished effects after lvl 60 if I remember correctly.
Wack it on an heirloom then you can use it for other classes too, don’t forget the Sharpening Stones/Weightstones as well to up that DPS, below a certain weapon iLevel of course.
