Just saying this with-out-penalty always on target bubble remover should not be allowed. There was very good reason it got removed for being OP. Nothing makes it any different this time.
Do you really think they didnāt consider that when they bought the ability back? Of course they know itās op vs a paladin and of course that would have come up in the meeting discussing it. What Iām saying is that they have already trodden this ground and decided in spite of its effect in bubble they are bringing it back. They have had an entire beta cycle to tweek it and they clearly think itās fine
Give the design team some credit they will have covered this as part of their process they arnt all amatures

On a Serious Note (after the nerfs thatāll inevitably happen)
Paladins are in a horrible position⦠where blizzard simply wont make the changes the playerbase are Pushing for, Savix and more have show n severe Concern to paladins place and even looking at retiring his Paladin.
However I dont think Saying āwell my class sucksā is the Justification another should also suck.
Paladins have generally been the counter to rogues⦠I canāt say if thats still true for ret (donāt play it)⦠but historically and lorewise they are.
I dont have a problem with Shattering Throw. Yea its strong, but its also exactly that kind of utility, which is completing the warrior class. Blizzard tryed to compensate the losing of their unique utility spells by passive self heals and borrowed powers etc, last 3 expansions. What happened ?. Blizzard failed and warrior spec become a dull and not very succesfull. Warrior class was fun, becouse of it was master of close combat with unique utility. Put this abilitty back to the game means step forward to good unique class design (oposite to battle shout), at last for me. Recuperate given back to rogues thats realy bad and stupid design decision, Shattering throw for warriors again, thats great one.
My friend at this stage, the design that blizzard have in mind for ret paladin is to retire and sit in wheelchairs in goldshire recalling their adventures of times gone by.
Also Paladins do still have a lot of counters to the rogue toolkit, plate wearing, cleanse for poisons, two forms of immunity, consecration for stealth area denial.
But I would argue that hard counters just donāt really exist anymore⦠at least not like they used too⦠thats from a bfa pov⦠I feel like pvp is too messed up in prepatch to determine for SL.
Paladinās cant hard counter rogues in pvp anymore, all those things you mentioned sound great on paper in pvp but any decent rogue knows s/he has the ability to reset the fight and force cooldowns.
As a rogue player, the trick here is to kill paladin within forbearance. garrote ā mutilate ā rupture ā Mark ā Kidney ā Vendetta ā Toxic blade ā Mut x1 or x2 depending on crits (4-5 combo points) into Envenom, mut mut Envenom.
Cloak the HOJ, also cloak negates physical attacks so its gg for denying the paladin his holy power generation.
With regards to hard counters not existing, I have to disagree, a frost mage will almost certainly win against a ret paladin. Ret paladin has always been strong on paper but just mediocre in reality.
Just look at high end streamers like vanguard or old school gladiator ret players like Hottage and their opinion of pvp.
The sad fact of the matter is clearly evident, Retribution can work well in certain cheese comps such as Ret, War, MW or Ret, Destro, MW in arena in 3s, but itās a very small niche.

Overall globally retribution paladin represent 3.3% of all players in the 1800+ category in 3v3.
Anyway, this is a long post and I feel like Iām ranting now.
Top top Arena going to be deep in the meta, so no surprise really that Rets are massively under represented there.
Also I donāt play Ret, but I would still argue those tools are anti rogue⦠just because a good rogue knows how to avoid them doesnāt mean they are notā¦
Iāve never had issues with rogues because I use all the things mentioned above against them⦠but then I play Prot so things are stacked even more in my favour. (and no where near a top level of competitive pvp )
My original comment was more about who we did (and were) supposed to counter, not really a reflection of the current state of the game.
