I got my ally DK to lvl 120 on 11th April - not a single WQ with a weapon has appeared since.
Got another horde warrior to lvl 120 on 18th April - still not a single WQ with a weapon.
I’m not talking about emissary (although there can’t have been one of those either), just the ones that reward say a blue 415 or 420.
Perhaps i’m victim to my own championing of RNG - but it does seem odd that in 2 weeks I’ve not seen a single WQ rewarding a weapon. Got all other slots………

I can’t remember the last time I saw a weapon emissary either
I got a 410 Axe two days ago after a week of scanning every zone when I log in.
There hasn’t been a loot emissary in well over a week though, and Alliance always cry about Horde bias.
Get someone to help you pvp cap. Its faster now as the 440s give more CP per win; first 3 LFR bosses have some as well but maybe not for your class.
well weapon WQ hasnt shown up since begining of March -_-
not that its much consolation but it is damn annoying 
tortolan trinkets are also very rare - so started to fill trinket slots with mythic 0 trinkets.
lfr drops 430 - and people want 445 weapons from emisaries not 430 cr…p from lfr
If I want to gear a low char I usually just suggest key runs for alts in the guild
Usually that ends up in a group of alts doing low end keys (undergeared? According to PUG standards maybe that want you to outgear the dungeons rewards you’re running)
Way quicker to gear this way then to wait for a rewarding emissary, target the dungeons you know drops a weapon for you
I keep seeing USELESS resource and AP emissaries. Damn it!
TW is your friend, most dungeons drop at least 1 weapon, and 425 is higher then any weapon WQ.

Thing is the rewards for WQ aren’t the same for all classes. For instance a little while ago there was a WQ that gave a weapon for warrior/paladin/DK but when i logged with my shaman it was a bloody cloak 
You ive noticed this too time to time.
Ah well - i’m levelling a zandalari druid at the moment so I will just keep checking time to time on them both 
It really is a bother, isn’t it? Not a one of my active characters have gotten a weapon in months.
