Weird outside of game behavior while playing on borderless window

Ever since pre-patch dropped I have been facing a weird behavior while being on borderless window.

  1. the main menu is locked at 30fps and everything works with 15-20 fps when I am alt tabbed.
  2. I can’t see who whispers to me, it’s just a glowy tab notifying me that I have a new whisper but I cannot see the name of the one who I am whispering.
  3. FPS fluctuates weirdly (150-160 to 50-60 while in the open world).
    None of the above-mentioned issues were reproduced before pre-patch.

Is anyone else facing these issues or others while playing borderless?
