My WOE keeps disappearing and was wondering if this was happening to anyone else?, trying to figure if its a bug or my UI prob or something

I mean, it sometimes disappears if it is empty… I have not noticed it randomly buggering off. Casting any heal on myself brings it back.
It does empty out whenever I change zone via teleport, or start an M+ key, or basically any excuse that something around me has changed. OTOH, I can pre-charge it before raid bosses and it seems to stick.
Might need more deets to understand the problem further 
If it empties out when you change zones or you teleport, could it be that it empties out when the game moves you to another shard, too?
I noticed the other day in both Mechagon and Nazjatar, that I got moved to a different shard multiple times during my daily business there. If you group up for rares or similar, this might happen more often.
