What can I do if I don't have latest expansion?

Your best option is to ditch retail.

There really isnt alot to do if you’re not in TWW.
You could roleplay on Argent dawn, max lvl does not matter alot there.

But it might be more fun to go Classic, Cataclysm is out. Great expansion, one of the best in WoW
There you can have max lvl content without buying the expansion

If they will do full cycle classic>tbc>wotlk I will do it.

They already did.
I have hopes they might do it again.

But if you want to play wow as intended SOD or Classic Cata is your best option
If not.

Get a gold farm going and see if you can farm gold to buy the expack.
