What is your budget? Are you using at least 3200Mhz RAM? When you say “ultra settings” does it mean everything maxed out on 60+fps in all situations?
I have just recently build a new PC with the same CPU and for now without knowing anything about your budget etc., 1660Ti is quite “cheap” and powerful. I got MSi GeForce 1660Ti and I play with everything maxed out except shadows on high and MSAAx4. It rarely drops below 60fps - only in areas with a lot of people. If you have a good cooler with the CPU though, you can OC it and it will NEVER go below 60fps.

Yeah, doubt the 10900 will either. The steps to even get it to clock up to 5ghz is insane. 70F/21C is the limit for heat, go above that, forget about even getting first stage overclocking on that new processor.
Plus even with some refinements, the game engine in WoW isn’t optimised enough to maintain a constant high framerate, especially with lots of people and other stuff around.
That’ll take some heavy cooling and overclocking to do that, not something viable while gaming on a normal system.
May get better but I would suggest people stick with their 9000 intel chips and wait until after Intel moves from 14nm.
Only their most expensive cpu is viable and even then, if you’re in a room hotter than 21oC then you’re not going to see that processor boost up, unless you’re using some serious cooling system.
During summer, forget seeing the two cores reach their 5ghz range.

Budget 1660 graphics
Midrange 2060 graphic card
And top 2080 graphics card.
But since there are new ones coming out soon this year. Probably better to see what improvements the 3060, 3070 and 3080 cards bring from Nvidia.
