I did the Deadmines Pet Battle Dungeon for the first time the previous week, and from what I saw in WoWhead, I should be getting a weekly quest from the NPC in Westfall. The weekly reset has passed, yet I cannotsee that quest. Is this a bug? If not, explain to me what I do wrong.

If I remember correctly the first quest you get is to do the dungeon in “normal” mode and after you complete that you get the quest to do it in Challenge mode, so without being able to heal your pets. The weekly quest is for the challenge mode.
Which kind of run did you do in Deadmines? Did you have the normal quest?

I just did the quest from Dalaran (first quest), and yes, I used bandages between bosses. What should I do to move on? To whom should I talk to?
The quest from Dalaran is a breadcrumb: I suggest you to check the guide and verify that you did all the subsequent steps:
If you think you did everything correctly and a bug is preventing you from getting the quest you should maybe open a ticket.
