There was a NPC named Behsten XP Eliminator in the War Room of Stormwind Keep, or at least Wowhead guides to that place, but it turns out this guy is either not exists anymore or was moved. I tried different Chromie timelines and could not find that NPC in the war room (bfa, mop, current timelines nothing worked). What timeline I should find him or maybe there are some special conditions I need to find that NPC. I really would like to slow down my xp to enjoy more dungeons and campaigns without getting way fast in level.
Overall this looks like a bug to me
Did you look carefully because he is stealthied.

I tried to click everything in the place where he should be, at least it could be highlighted when I mouse over, I couldn’t see anything in the spot where he normally should stay (to the far left from the entrance of the room)
Behsten is still in the same room in Stormwind Keep. His nameplate is easily visible at the left side upon entering, in the eastern corner of the room. I’m looking at him as this post is posted.
You might have an issue with local quest phasing, mate.
