What Arcane needs is some abitilies should be empowered and copied from other specs.
Successful Arcane Blast cast reduces cooldown of Presence of Mind by 0.5 seconds.
Empowered Counterspell: Silences target for 6 secs and also applies roots for 2-3 sec. Here we’re just naked. IMO Frost should keep Deep Freeze, Fire already has got Deep Breath and Arcane naturally better Counterspell.
Arcane Resilience: After being spell interruped, your spell casting for next 1-2 spell(s) is protected from interrupting. Can not occure more than once in 30+ secs.
Or Arcane Resilience: The duration of spell lockout is decreased by 50%.
Empowered Blink: After casting Blink, speed increased by 30%. This actually used to exist.
Presence of Mind now grants 1 Clearcasting.
Slow off global cooldown and castable while casting.
I would also put Charged up into baseline spells tab.
3 charges of clearcasting for pve and I’d be happy.
A good pvp talent could be a mind wipe, like in conclave, “arcane confusion” or something. Be unique amoungst playable specs.
Edit: Also swap nether tempest for a talent that makes your increases no. missles by targets in range of your target and hit them all in a wonderous barrage of our sexy arcane attack

I like it, but tbh - it would be way too op.
Together with Arcane Orb.
Chrono Shift is perfect! No need to even touch it.
Nether Tempest is our only reliable DoT to keep those stealthies and proc stuff like Battlefield Precision. Removing it would be bad. Moving to baseline - ok.
Shimmer is great, and Time Anomaly is very fun. No need to do anything with those.
Amplification is ok, maybe buff it. Rule of Threes is also good.
