is he just a burned undead raised by Arthas?
or the flames of the red dragon somehow turned him to something new?
or he is a living man just a burn victim?
am talking before he placed the helmet on. which also makes me think what is he now?

He was never killed by Arthas just poisoned by the Plague. When the Red Dragons purged the Plague they also transformed Bolvar into somethingā¦ Iām not sure if the Helm of Domination killed him but Arthas never killed him.
He was the ruler of the Stormwind and the alliance when the Varian was absent, he is one of greatest heroes alliance ever had. He wasnāt killed by Arthas, and has survived the events at the Wrathgate but he was so ruined physically there to the point that because of that and his nobility accepted to become the new Lich king to control the scourge, because if it would be left uncontrolled after the end of Arthas as the LK it would become a danger for the world.
Most of what has been said here, in total, is trueā¦ if you watch/listen to the cinematic after a Lich King kill, he even explains how he got into the state he is.
From the beginning of the encounter with the Lich King, it appears that he got to Bolvar before either the plague or the Dragon fire finished him off & the Lich King decided to ādisplay himā, like a trophy.

He is important figure, we even work with his daughter Taelia in Kul Tiras. There is a lot of hints that the next expansion or major patch would be about Undeath, which I bet would be really great and welcomed

He doesnāt get up, he is just there to stop potential sitters getting posterior frostbite.
He infected with plague/blight from exact looking guy like u(watch wrathgate cinematic). That is cleansed by red dragon fire. Captured by LK - tortured by LK. Placed mask of dammed on him when LK is defected.
