What is "large disparity"

According to blue post: “In dungeons, group XP earned has been greatly reduced whenever there is large disparity between player levels in the same group.”

I havent seen futher info regarding this change. Hence my post.

How is the disparity calculated, and how big must the disparity be before the nerf is activated?

Does the nerf come into effect once the disparity between the highest and lowest level player is too big? Is it the level gap between mobs and highest level player? How big can the disparity be? Anyone have more info?

Asking because I plan on doing BRD on my 54 shaman, and bringing a level 60 friend.

Do you know if this applies to a certain fight/pull in a dungeon, or the dungeon as a whole?

At the start in a dungeon, mobs will be lower level than further into the dungeon. In BRD, i guess mobs will be grey for a level 60 at first. But once we get to mobs at level 52 they will be green for a level 60 and the nerf wont be in effect anymore.
Have I understood it correctly?

Is the XP reduced only for those specific gray mobs or for all mobs in a dungeon?

What i want to know. If the nerf only comes in effect if a grey mob is actively fighting, meaning there will sometimes be pulls without xp nerf.
