What is the difference between a faction change and a race change?

Can I buy a race change and use it to change faction?

I want to move some characters from horde. Blizzard really screwed me over with the lack of support for horde/alliance mix. But I also want to min max the race by choosing my own for each class I move over.

any advice is appreciated (so long as it is civil ofc).

Race change: You can only choose races of the same faction (horde race to horde race)
Faction change: You can only choose races of the opposite faction (horde to alliance)
