Say I want to go with 9 other people compared to 24. Is it harder with a 2-2-6 set up? Do you get less loot as 10 people?
I do not recommend going with 9 people, as the scaling starts from 10 players and it does not scale below 10.
As a smaller raid you get less mechanics happening (no 4 important debuffs to dispel, but 2 instead for example) and the damage of abilities are scaled down to a smaller group size. This sometimes works and makes a few bosses much easier, or the scaling is wonky and it makes a fight much harder with 10 people on other bosses.
You also get less loot. I think it is one loot piece for every 5 player (do 20% drop chance per player). A 24 man group gets 4 pieces guaranteed from each boss, with an 80% chance for an additional loot piece.

Extra loot every 5 players to the raid up to 30 players I believe.
