I’m thinking gnomes or pandarens.
Pandaren are all round lighthearted. They have to be. If they get angry and dark then a sha will destroy their continent. When in doubt, level 10-50 in Pandaria and you’ll struggle to find something that isn’t at least a bit cheerful or comical. Which is probably why edgelords hated that expansion so hard.
I think vulpera and gnomes are pretty entertaining too.
Nobody who takes themselves too seriously plays these races. Though sometimes we do get gnomish forum trolls

Goblins without a doubt. They have some great lines.
Even the vendors make me smile when you chat to them with their “Cha Ching!” Line and close up shop with “That’s it? I’ve got mouths to feed pal!”
Hobbart Grapplehammer is also great during the HA questline when the goblin lab assistants are quitting after being exposed to his experimental freeze and heat rays and explosives and he shouts after them “Where are you going? HAVE YOU NO RESPECT FOR THE SCIENTIFIC METHOD?!”

Male zandilari trolls & male draenei depending on faction
Hard to take those 2 serious, specially when most zandilaris have the black mohawk so they look like an edgy teen and ‘‘those’’ that go bald draeneis

Probably goblins or gnomes, as they are meant to be their faction’s comic relief race.

For me it’s probably Goblins. Most of their quests involve blowing something up, attempting to scam people and talking in a very comedic manner. That’s why I find the Horde version of Exile’s Reach better: the gnome in the alliance version stuck to the plan of creating a giant boar to kill the enemies, but the goblin from the Horde saw that instead making a huge boar, he blew it up… afterwards he ran with that, to surprisingly entertaining results XD

Pandaren always seem pretty funny, not the models or anything, but that they just are so laid back. Except when they come in Taran Zhu flavour, when they are basically like Samuel L Jackson but furry…
Gnomes voices sound funny, but they grate on me because they make no sense! Something with that body shape would sound burlier than a Dwarf, not like a kitten that has been huffing Helium!
Forsaken male dance just reminds me of Beavis and Butthead, and the female dance reminds me of the ‘Goth dance’ every goth chick used to do in the 90’s (Which I believe is what they were aiming for)
Actually, to be honest, just about all of the /dance emotes for the races are pretty funny!
