In my experience of applying to groups you have to be i.e 255 for a +2. Keystones irk me enormously due to the players always wanting someone a gorillion ilevels over. Heaven forbid you’re at the threshhold or 3-4 points above it. Forget joining then which thus perpetuates the lack of experience and gearing.
It’s a vicious cycle of sweaters who want the top 0.01% to join their keystones which only widens the gap between the elitists and not-so-hardcore.
