What NPC upgrades gear?

Hello folks

Before the current season/patch, gear upgrades (using stones, etc) were down by an NPC in the “Central Encampment”; now that NPC does nothing. So where do we go now to carry out the upgrades on new gear?

There is an upgrade NPC in ValD where the training dummies and PvP vendors are.

You can turn on upgrade NPC icons on the minimap. There’s one near the AH now as well as one in the blue enclave or whatever it’s called near the elemental storm gear vendor.
