outside of screwing the unlucky few over that cant wina token or get them in vault for the first couple of weeks, what purpose does the tier set bonus serve in 2025?
its clear that the class balance and design is arround you having 4 piece.
Yeah they’ve pretty much gone from a bonus to delayed feature completeness. Playing without a 4 piece feels like a part of the spec is missing.

you can or should pretty much just log off untill catalyst catch up if you are unlucky first 2 weeks.

Unless you are participating in the RTWF or top 100 world M+ score, you don’t need tier set.

the problem is many groups won’t invite you unless you’re having already a 2set …
tier sets should give you ‘some’ power, but not catapult you into god tier while having it (or dig you into grave while not having it)
as OP mentioned, for many people there’s no reason to play the game atm and rather just wait for catalyst charges
There is very easy solution
Push your own key 
Then you can have 0 set pieces and complete content
I will start playing in 11.2.5 when it feels smooth and there are minimal timegates.
