What To Spend Valour Stones On?

I’ve managed to build up a labour 6.5k valour stones and have only spent a few so far trying out a couple of upgrades on blue items.

I’ve now got access to the epic shoulders from the CoD Quartermaster, which off the top of my head are about ilvl 584 but upgradable.

Are these worth spending 2k valour stones on or should I be saving them for something else?

Forgot to switch chars. My main is a lvl 80 hunter.
