What's going on with item scaling?

I’ve been doing a lot of world pvp today and something’s wrong.

I’m in full 366/408 Bloody Token gear with around~200k hp when fighting players and random people I encounter regularly have ~350k. When I armory them, they’re wearing the basic honor set or crafted set that is much weaker both in PVE and PVP scaling. They’re not affected by any buffs that might change those numbers. I’m not taking about tank specs. Warlocks have around 400k which is ridiculous.

Have I overlooked something? My health is noticeably higher in a battleground, but it still feels like some items aren’t getting upscaled in item level properly.

Flying around the new continent with war mode randomly ping-pongs my health up and down by around 30%.

If you are in zone of pvp quest in warmode you automatically scale to pvp ilvl. If you encounter player in warmode you are scaled, too.

My stats stay the same when I attack a player in the open world. From what I heard, they should increase at that time. However, you no longer passively benefit from bonus PVP stat difference simply by existing in War Mode. Gearing against other players is easier, but you don’t get to enjoy such powerful gear against mobs in the open world.

Two out of three times when I attack someone while wearing full Bloody Token set, I will not benefit from the stat increase. My opponent’s health bar almost doubles while mine stays mostly the same (except the 2-3 honor off pieces that work just fine. Not fun.
