Per Wiki, Arcanists are a type of mage casters of various races apparently capable of wielding arcane magic including Highborne, Ogre, humans and even arakkoa and ethereals as well as mogu, pandaren, and draenei.
Arcanomancer could be the practitioner of Arcane magic, similarly how a Sanguimancer is the practitioner of sangromancy, Blood Magic, or a Necromancer is the practitioner of Necromancy, but WoW not really clear in this; why have two name for the same thing?

…but to be honest this sounds a bit of a cop-out answer/reasoning
Vridiel is a blacksmith, so one can assume arcanomancer refers to a blacksmith who imbues his steel with the stuff of arcane while forging it. An arcanist blacksmith, if you will.
While arcanist is a generic term referring to arcane mages, in the same way as cryomancer or pyromancer, and Arcanist is a rank within the Magisters.
Aerilen is right in that Arcanist is a rank within the Magisters – however, it’s also a very common term/title for mage NPCs across the board, yeah.
I’d assume he’s right about Arcanomancer being an arcane-spec mage, even if the NPC in question is a blacksmith. Pyromancer, cyromancer, nethermancer, and so on. It’s a common theme.
It’s equally likely that someone in charge of naming NPCs in the dev team went, “yeah arcanomancer sounds cool” and put zero extra thought into it.
They both share an end root in their culture, that being the Highborne. With the nightborne being a lot more insular and preserved/stagnant while Quel’Thalas clearly diverged a lot, High Arcanist being a ruling title in one while Arcanist is just a middling rank in another can just be part of that divergence.
Arcanist, if you’re speaking in regards to blood elves (or QT) is simply a title/rank within an organisation. However, could you also refer to your character as an arcanist on terms of what their focus in magic is? Sure. Whatever. It might lead to some confusion if you’re hanging around a Magister and you’re playing a blood elf. I think that the title Arcanomancer would probably be better. But that’s down to personal preference.
Until someone who isn’t a blacksmith shows up with the title, I’d very much echo this.

Warcraft lore uses a great variety of terms for magic casters that in most other settings mean two different things, but within Azeroth, they are synonyms. For example, sorcerers and wizards are the exact same thing in WoW. The same thing happens with Arcanists, Arcanomancers, Arcweavers, so on and so forth.
Draenei call their mages arcanists too.
Mage, magus, wizard, sorcerer, arcanist. They’re pretty interchangeable to me, I just use the terms that fit my preferred literary aesthetic at any given time.
Sorcerer gang or go home.

It might be worth mentioning these guys have the title of Arcanomancer, too. Though they could have just been named as a result of Blizzard looking for a cool word to use!

The suffix -mancer can be used to identify a user of a type of magic.
Pyromancer, Shadowmancer, Arcanomancer… they can all be seen as a spellcaster who uses fire, shadow or arcane. It’s just a fancy term to say “specialized in this magic”.
As for the term arcanist there isn’t a clear-cut definition. It is found in many cultures - highborne and derivates, human, draenei, gnomish, even ogre. One thing that stands out is that it is seemingly a prestigious title: it’s not sufficient to be mages, but usually those addressed as arcanists are very skilled at their job, or occupy an official position of some kind.
The idea that they are a pre-Magister rank is also headcanon as far as I know. Nothing states arcanists dabble in politics but are “below” magisters. Indeed, the arcanist title may actually be a different path altogether, one that deals less with political management.
It’s also noteworthy that, depending on cultures and societies, the title’s value may change drastically. Amidst nightborne all the arcanists we see are elite and powerful, whereas among sin’dorei/kirin tor the title of arcanist doesn’t stand out as much.
Divination via Arcane magic? That would be the literal translation.
