What's the fastest zone to level up with mid level characters?

I have a couple characters at level 30-40 and I want to get them to 50 before Shadowlands. What’s the fastest zone for that?

Spires of Arak.
Choose the Hearthstone building for a passive 20% EXP gain too.
If quests dry up then fly around WoD doing bonus objectives.

As above, WoD has been my goto for levelling alts in the low 40s as there’s loads to do with XP gains from bonus areas and treasures. Having the garrison and hearthstone to it can also be rather handy at times.
