1.5 second cast, hits for 200 something damage. Has there ever been a more pointless and pathetic spell in this game?

It’s only one of quite a few spells that have, after classes were mostly molded with a strict builder/spender mechanic in mind, lost all purpose except to build resources. Much like incinerate, fireball, lightning bolt and so on.
However, to my knowledge, incinerate and lightning bolt, and possibly others, have received changes that makes them actually viable damage dealers. Destro locks get to actually deal damage with builders now, their chaos bolt no longer being their only hard hitting ability. And elemental shammies get a talent to make their lightning bolt deal 200% damage or something, not sure exactly what it does.
Shadow bolt though, still a limp noodle that gives a soul shard.
