Why do they not appear? We play WG at 9AM. NPC still not visible at 10:30.
Even tried to logout, HS, fly out of zone etc.
What am I missing?

Have you tried switching layers? You can do that by getting invited by someone who is in different layer than you.
Most of the time it’s just 1 layer.
The problem is there are no NPC’s. If the other faction controls it, then they should be hostile.
