At what lvl can i play the same quests with my friend (we are different races)
From level 1, unless you are on different factions. You can make a group with them as long as one of you has an account with a subscription.
One of you has to go to the others starting zone though.

You can.
From your starting area, run to the flight master and take a flight to Orgrimmar.
From Orgrimmar, run south to Duratar to meet your friend.
if you type
/invite friendname
in chat (where you substitute your friend's name for friendname) you will be put in a party. Then you will be able to see him on the map.

It's also best if you are on the same realm.
I'd like to put down a small note, most level 1-4 quests are race-specific.
I'd recommended you both to get to at least level 5, and then meet in the first town of a starting zone, basically the first town quests would take you too. It's at those towns where quests become faction-specific and not race-specific. For Durotar, that is Sen'Jin village.

I really don't think many 1-4 quests are race-specific. A very few are - there are a couple in Draenei start around 8-10, and I'm thinking maybe Trolls have some as well - but I have certainly popped from starting zone to starting zone and continued normally for several characters.
The quests in the areas new characters spawn in - Valley of Trials, Echo Isles, Camp Narache, Northshire, Shadowglen etc. are all race-specific. I've encountered that issue multiple times.
As you normally reach ~level 5 when you leave those zones and go to the first town, that's why i'd recommend hitting level 5 before moving over as well.

Well, you'll probably hit 5 just from travelling - not that level means anything anymore - but I have DEFINITELY been ported as a Dwarf straight from Coldridge Valley to Stormwind and then been flown to Northshire, and started levelling there.
