When can I stabley pug heroic?

I’ve made posts previously about not having consistent available time to raid but pugs still work for me and I wanted to know if there was like a base ilvl you guys would say is required to be accepted into the standard raid group as a dps, specifically feral if that makes a difference.

So from what I gather it’s common for them to ask for 470 ilvl, that normal?

470 is a pretty fair base for a group looking to clear in a timely manner now, yes. It will start rising as crest cap increases and people’s own ilvls go up too.
