I find it a bit strange we released a season, but the actual rewards are not ingame nor any idea when they will be added?
Blizzard announced this in the beta forum, that it’ll not be available at the start of the season. The tabard and cloak also won’t be available, which you’d get at 2.4k.
In the announcement (which has been removed since the beta forum is gone), they only said that it’ll be implemented “later on in the season”, while they blamed it on some “technical issues” which they said would make it unavailable at the start of the season.
So no, there’s no ETA for when they’ll be implemented in the game. But Blizzard did say that people will get it retroactively if they earn it before they implement it into the game.
It means you can earn the rating for it now, then lose your rating, and still get the reward(s) you’ve earned when Blizzard implements it into the game.
It’s pretty easy for Blizzard to track such stuff these days after all, which was a lesson hard learned after the fiasco that was the bloody tyranny enchant illusion during the shift to the wardrobe collection. 
Also, you can really get a feel for how bad Blizzard’s communication with players actually is, when they only announce such stuff on the beta forum and then remove the beta forum so players can’t see it anymore.
It’s gonna be either mid season or more likely near the end of the ssn
