I am somewhat new to the game and i noticed that when you overlevel an area you no longer see the yellow exclamation mark over the head of quest givers but sometimes I do. For example i leveled to 63 on my second character but still saw them. How many levels can I be over the scaling limit and still see the marks?
Click on the spyglass on the minimap and check the show low level quests box…or something with similar wording.

This would only show the low level quests on the minimap.
Does it not show the markers above the quest giver heads too?
The main starter world goes upto level 60 and then you can head to Burning crusade or Wrath of the lich king which are 58-80 zones and then you can go to Mists of pandaria or Cataclysm upto level 90 then you have Warlords of Draenor upto level 100 then you have Legion upto 110 then BFA upto 120.
So if you’ve outleveled Azeroth it’ll grey out quests as it recommends you move onto the next leveling zone.
However if you press M and hover a zone it’ll tell you what level they range from such as 10-60 or something like that. So you can choose to keep leveling in a zone you’ve outleveled if you wish but I wouldnt recommend it.
There are addons for questing and they got a lot of options regarding your issue .
