when should I use WF totem? pvp/pve wise
like all the time or only when burst etc?

always, you should have near 100% uptime with it.
if you talk about the DoomWinds proc :
pve: always have it on cd , or try to fit it with your transcendence burst if the cds are close.
pvp: it’s about timing your burst window with your teammate, you can use it with shamanism pvp talent (1minute cd BL) for the best burst, as enhancement you usually pop when you go for the kill or triggering the enemy long cds.
anyway don’t forget doomwinds has only a 1minute cooldown, so don’t hesitate to use it.
With doomwinds leggo in PvE:
Always use ascendance+wolf with Doom Winds windfury totem. Never use ascendance OR wolf without your legendary.
Basic PvE opener in singletarget is:
Running to boss Wolfs - Flameshock - Ascendance - Windstrike/stormstrike - Windfury totem - and spam windstrike/stormstrike and fill in with Crash Lightning and sundering if windstrike doesn’t proc.
then is just to have stormstrike as main prio, followed by crash lightning and lavalash to use as fillers and to proc stormstrike. Refresh Flameshock when it’s under 6 seconds. If every button is on cooldown, use frostshock to fill in. And ofcourse, spend your maelstrom on lightningbolt in singletarget OUTSIDE of your doomwinds window. Inside doomwinds window, never think of anything that doesn’t proc windfury attacks.
In PvE AoE opener:
Running to pack Wolfs - Crash lightning - Ascendance - windfury totem - windstrike - crash lightning - til ascendance/doomwinds window is over.
If it is without ascendance just open with doomwinds - crash lightning - stormstrike - sundering - chain lightning to reduce cd on crash lightning and continue like so. If you run hailstorm, after every chain lightning use frostshock.
In PvP: Can’t really tell you or give you a guide on how to use it, it’s all about how you and your teammate setup the match. If you go all in at beginning and pop every cd, or just use doomwinds to make the other team pop some defensives… like there is no guide for it… You just have to see yourself during the match where it could go for a kill, or where you need to go for a push.
Edit: If you run another leggo then doomwinds… Then keep it up all the time without thinking of it. Put it down before every combat and refresh every 2 min. If you’re out of range from it, put it back down asap.

If we are talking about doomwinds, it is ok to desync doomwinds/Ascendance with wolfs. This is not to say that it is not beneficial to stack cds/trinkets/procs, it is just that wolfs (without the elemental spirits talent) does NOT impact your doomwinds damage and vice versa.
Also a SMALL note:
Depending on the number of mobs, it is better to forgo the initial crash lightning, and cast it right AFTER Windfury Totem. This is mainly to maximize the number of crash lightning casts, as you want at least 3 casts inside your doomwinds window (and is generally above stormstrike in your aoe rotation).

you seem to forget the SS/windstrike cd reset when using ascendance, if you actually want to talk about the most optimal way to do your opener, you should use wf totem / stormstrike until it stops the proc and gets on cd, then you pop ascendance and winstrike.
and Indeed, crash lightning is way more powerful than just a filler with windfury procs, aoe or st. I see too many people neglecting this ability just cause they read it as the cleave button
Actually this is not correct all the times, especially during the opener.
In the opener you want to use exactly 1 Storm strike before Ascendance, and the reason apart from the damage is to start building Forceful Winds stacks. You do not care if stormbringer procs in this scenario, because ascendance becomes the priority.
This happens because you want to sync your Forceful Winds window to align with doomwinds window. In case u keep any stormbringer chain before u press ascendance, than what happens is that inside your doomwinds window, you will have Forceful Winds resetting and losing the extra damage for 5 Windfury procs.
In PvP only when you burst because it costs too much mana
