When does item upgrade system come in?

Any idea when the item upgrade system comes in?

I think it would be cool to be in for Celestial dungeons, give us something to spend the JP on when farming them!

I imagine it will be a while tho? it came in a later patch?

It comes in 2nd phase, with new krasarang activities thingy, likely after ToES opens
